I had problems with win8.1, x64 starting Red Alert 3.
Step 1) go down the following path C:documentsRed Alert 3Mods; Step 2) copy the mod files in that folder; Step 3) extract the mod files or install the mod (depending on the mods' type); Step 4) right click on Red Alert 3 in the Steam library and pick 'properties'; Step 5) click on the 'set launch options' button; Step 6) type -ui and click OK; Step 7) once you launch the game, instead of RA3 starting immediately, a user inerface will appear. Click 'game browser', select the Mods card, select the mod you wish to run and have fun!
To install the maps if your using Windows XP, simply extract the contents of the downloaded.zip file to your C: Documents and Settings uSER LOGIN NAME Application Data Red Alert 3 Maps MAPNAME folder on your hard drive. The MAPNAME will of course be the name of the map.
